Charles (“Charlie”) T. Frazier, Jr. has had a distinguished appellate practice in both federal and state appellate courts.  In 1999, he argued before the Supreme Court of the United States, winning a unanimous decision for his clients that addressed the accrual of limitations for civil cases brought under the Racketeer Influenced and Corrupt Organizations (RICO) Act.  He has argued many times before the United States Court of Appeals for the Fifth Circuit and the Texas Supreme Court.  Charlie also has appeared in all 14 intermediate Texas courts of appeals. 

Charlie’s appellate and litigation-support practice covers all areas of civil law, including substantial experience in commercial and employment disputes; insurance coverage issues; and products-liability, professional-malpractice, and personal-injury claims.  Charlie has written and spoken on a variety of topics.  Recently, he authored a chapter on the effect of a party’s bankruptcy on an appeal in A Defense Lawyer’s Guide to Appellate Practice (DRI 2004), and the chapter on Texas supersedeas law in Superseding and Staying Judgments: A National Compendium (ABA TIPS 2007).

Board certified in civil appellate law by the Texas Board of Legal Specialization for nearly 15 years, Charlie has continuously been listed in Texas Super Lawyers in appellate law by the publishers of Texas Monthly and Law & Politics.  He has been named to the list of the top 100 attorneys in Texas by those publications and the list of top 100 attorneys in the Dallas/Fort Worth metroplex for the past four years.  He also has been voted by his peers as one of the best lawyers in Dallas in appellate law, published by D Magazine.

Charlie is a 1986 graduate of Baylor University Law School, where he was Notes & Comments Editor and Associate Editor of the Baylor Law Review.  He received a Rotary International scholarship to England in 1984, and earned a Master’s Degree in International Relations at the University of Kent at Canterbury.

Charlie is licensed to practice before all Texas state courts, as well as the Supreme Court of the United States, the United States Court of Appeals for the Fifth Circuit, and the United States District Courts for the Northern, Eastern, Southern, and Western Districts of Texas.
